Irene Cermeño-Vicencio​
Program Manager, Office of Labor Standards Enforcement
Business License Program

Irene Cermeno joined the County of Santa Clara Office of Labor Standards Enforcement (OLSE) in 2020 and oversees the Business License Program.  

Prior to joining the team, Irene served as the Senior Program Director for the Thriving Neighbors Initiative (TN) at SCU’s Ignatian Center. Since 2013, she played a pivotal role in the creation and expansion of TN, growing the program to encompass over twenty programs supporting education, health, legal justice, and economic capacity-building in the Greater Washington neighborhood of San Jose. She was actively involved in community engaged Participatory Action Research (PAR) and program evaluation research.

Jessie Yu 
Program Manager, Office of Labor Standards Enforcement 
Food Permit Enforcement Program  

Jessie Yu joined the County of Santa Clara Office of Labor Standards Enforcement (OLSE) in 2019 and oversees the Food Permit Enforcement Program. Jessie also provides leadership on research, policy development and the Labor Standards Outreach and Education Initiative.  

Prior to joining OLSE, Jessie managed international worker engagement programs at both Elevate Limited, a sustainability and supply chain management consulting firm, and Good World Solutions, a social enterprise with a mission to use data to create safe and respectful workplaces.  As part of the capacity building team, she focused on providing worker survey data to clients on topics such as working hours, wages and forced labor to better understand factory working conditions and opportunities for improvement activities

Monica Tong
Program Manager, Office of Labor Standards Enforcement
County Contracts Enforcement Program

Monica Tong joined the County of Santa Clara Office of Labor Standards Enforcement (OLSE) in 2020 and oversees the County Contracts Enforcement Program.  After college, she was an intern in the District Office of California’s 22nd Assembly District and had the opportunity to be on the staff for a few months prior to attending graduate school. Monica received a Master of Public Policy from Georgetown University's McCourt School of Public Policy in 2014. While in DC, Monica interned on Capitol Hill and with the U.S. Department of Justice. Upon graduation, Monica served as a district representative and legislative aide for California’s 28th Assembly District.

In December 2018, Monica joined the County of Santa Clara to support the 2020 Census effort. The office focused their efforts on empowering county residents to participate in the 2020 Census, especially within our most vulnerable communities. 

Ravi Rajendra 
Deputy County Counsel, County of Santa Clara  

Ravi Rajendra joined the Office of the County Counsel in 2018. He is a member of the Social Justice and Impact Litigation Section, and he advises the Office of Labor Standards Enforcement and the Office of Immigrant Relations on a variety of issues.  

Before he joined the Office, Ravi represented labor unions, low-wage workers, and non-profit organizations at Altshuler Berzon LLP, a public interest law firm in San Francisco. There, he focused on affirmative litigation, including in class actions; legislative drafting and policy development; and public advocacy campaigns. Before that, Ravi represented labor unions, union-affiliated employee benefit funds, and related entities in a variety of litigation and advice matters at Bredhoff & Kaiser, PLLC, in Washington, DC.  ​
